Vietnam to lift suspension of US DDGS imports

The U.S. Grains Council has announced that Vietnam is lifting its suspension of U.S. distillers dried grains with solubles (DDGS) imports and easing fumigation requirements for U.S. corn and wheat imports.

Last October, Vietnam issued an order requiring fumigation with methyl bromide starting Dec. 1, 2016, and implementing a temporary suspension of DDGS imports beginning Dec. 17, 2016. A report by CHS explains that methyl bromide, with a few exceptions, is not used in the U.S. due to safety issues and its ozone depleting qualities.  

In a statement issued Sept. 1, USGC President and CEO Tom Sleight said that Vietnam has indicated import permits will now be issued for U.S. DDGS. He also said Vietnam has announced new phosphine fumigation protocols will be acceptable for shipments of U.S. corn, DDGS and wheat.

“Since the suspension on imports was put in place late last year, our staff has worked closely with industry and government both here in the United States and in Vietnam to find a resolution to this issue,” Sleight said. “This intense effort was strongly supported by the U.S. Department of Agriculture's leadership, officials in its Animal and Plant Health Inspection Service and the Office of the U.S. Trade Representative.

“While we never want to see a market closed to our products for any reason, this was an example of how to effectively and comprehensively tackle a scientific challenge impeding trade flows,” Sleight continued. “It was also a reminder of the importance of strong trade policy. Vietnam is one of the fastest growing feed markets in the world, and the disruptions and losses this issue caused reinforce the need for agreements that ensure open access and outline resolution processes for mutual concerns.

“We enthusiastically thank everyone involved in our own government, the government in Vietnam and industries in both countries for their collaboration on this critical issue to our industry,” Sleight said.

USGC data shows Vietnam imported 985,727 metric tons of U.S. DDGS during the 2015-’16 marketing year, up from 552,175 metric tons during the 2014-’15 marketing year. According to the USGC, Vietnam is classified as a major market for U.S. DDGS and was the third largest importer of U.S. DDGS during marketing year 2016.
